Steps

Mix all ingredients except sugar and water. Make small balls.

Deep fry these balls, make golden brown.

Add water in sugar and let it boil. After two or three boil add fried balls and let them boil too. After five minutes boiling at medium flame cover them with lid and give them dum for 5 minutes.
