Take a bowl big enough. I have already done dry roasting the cardamom and fennel seed and coursely grind it.Mix all the dry ingredient into the bowl and start adding milk first slowly slowly to avoid lumps. After adding all the milk if you think you need to add water you can. I added some water. Make a medium thick consistency lumpsfree batter. Keep aside for 30 min. Now we will make sugar syrup.

Place a pan or any other utensil, make sure it's big enough so the malpua will get some space. We don't need 1 or 2 string sugar syrup. We need to prepare just only sticky syrup. Within 10 min sugar syrup will be done. So I am done with syrup. Lets fry malpua.

I have taken sunflower oil and little ghee in it. I personally suggest you to add some ghee if you don't have any health problem because it's taste much better than usual. Ok so in medium flame you have to fry both side till it's become golden colour. After taking out from oil you have put it in sugar syrup and keep in syrup for 10 mins. Take out in serving plate and keep continue the process at the end result will be good.Enjoy hot or chill upto you taste bud.
