Soak the bulgur in water and let it absorb the water.

Grind half (or less, as desired) of the beef together with the bulgur.

Add salt, black pepper, curry powder, and mixed spices to the mixture and knead well.

Heat oil in a pan, add chopped onion and the remaining beef, season with salt and black pepper, and cook until fully done.

Shape the kibbeh dough and fill with the cooked beef mixture.

Heat oil until hot for frying.
