Steps

Soak chana dal for 1hr.Add 1:2 water and pressure cook for 2 whistles.

After that drain the water and dry on paper for some time.

In a blender add coconut, cardamom&jaggery pulse for 2min take that mixture in a bowl and blend chana dal separately until it turns into powder.Now mix both mixtures and make small balls.

Take a bowl add maida and make a dough add oil on top and rest for 1 hr.(Note dough should be soft consistency)

On a plastic sheet flatten maida and place sweet ball in the middle cover all the sides and make a ball.

Again flatten the filling ball and transfer into tawa.Fry both sides with ghee and serve hot
