Crush the garlic till fine.Place the beef into a cooking pan add the water and cover.allow to cook for a few minutes

Add oil onto a cooking pan.Add the onions and the garlic and fry till golden on low heat

Add the beef and stir for a few minutes add the tomatoes and stir again.

Cover and allow to cook.serve hot with rice or ugali
