Preheat oven to 350. Spray an 8x8 pan with cooking spray and dust with 2 Tbsp cocoa. Mince coconut in blender and set aside.

Whisk flour, sugar, 1/4 cup cocoa, baking powder and salt. Stir in chai, oil and vanilla just until moistened. Fold in coconut. Spread evenly in pan.

Bake until no longer shiny, about 20 minutes. Cool for at least an hour.
