Mix all the dough ingredients together until you have a smooth, cohesive dough. Let it rise until doubled in size.

After the dough has risen, divide it into balls slightly larger than an egg. Roll each ball out, place some ground beef filling in the center, then fold the dough over to form a half-moon shape and seal the edges.

Bake in a preheated medium oven until the bottom is golden, then turn on the broiler to brown the top.
