Just as when you're preparing rice for cooking, thoroughly rinse the rice and let it soak in a generous amount of water. Soak the rice for about 3 hours and then drain well.

Spread the rice out in a dish and let dry. Dry it until you can crush it easily with your fingers.

Grind the dried rice in a mill.

Sift out the finer particles of the mill-ground rice using a sieve or a tea strainer.

For the rice that was not ground finely enough, grind it further with a mortar and pestle. Alternatively, if you don't have a mill, you can grind the rice using the mortar and pestle from the start.
