Boil the potatoes until fully cooked, then set aside. In a pan, cook the ground beef with the chopped onions, stirring until done. Turn off the heat. Mash the potatoes and add them to the meat. Chop the parsley, then add it along with salt and spices. Mix well and let the filling cool.

Bring the water to a boil, add salt, then turn off the heat. Add your preferred spices, the bulgur, and the loaf of bread. Let it sit for 1 hour, then knead the mixture until combined. Add the semolina and knead thoroughly. The filling should be ready by now.

Shape the kibbeh as desired, stuff with the filling, and fry in hot oil until golden. Serve and enjoy!
