In a bowl, combine chickpea flour, salt, carom seeds, turmeric powder, and red chili powder. Add water gradually to make a thick batter. Heat oil in a deep pan.

Drop small portions of the batter into the hot oil to make small fritters (pakoras). Fry until golden brown and remove. Reserve a little batter for the kadhi. In another pan, heat oil and add cumin seeds and dried red chilies. Let them sizzle.

Thin the reserved batter with water and add it to the pan, stirring continuously. Add the yogurt and keep stirring. Cook until it comes to a boil.

Add salt and the fried chickpea fritters. After it comes to a boil again, turn off the heat.

To serve with rice, heat water in a pot. When it comes to a boil, add any rice of your choice (washed). Cook until done, then drain the water. The rice is ready.
