Heat olive oil in a heavy pot and sauté the garlic. Once fragrant, add the onions, carrots, and celery, and sauté until caramelized. Set aside on a separate plate.

Cut the beef into 1-inch cubes and coat with salt, pepper, and flour. Heat olive oil again and sear the beef on all sides.

Add 4 cups of water, canned tomatoes, bouillon cubes, the sautéed vegetables from step 1, potatoes, and mushrooms to the pot. Bring to a boil, skim off any foam, and reduce to a simmer.

Add the red wine and all the herbs except the remaining parsley. Simmer on low heat until the beef is tender (2-3 hours).
