Soak the bulgur in boiling water for 2 hours, then add the spices, salt, and pepper.

After soaking, mix in the egg and breadcrumbs until you have a firm dough.

For the filling, sauté the onion and green pepper in a little oil, then add the ground beef, spices, and salt. Cook until done.

Shape the kibbeh dough into balls, then make a hole in the center of each.

Add the filling.

Seal each kibbeh well.

Finally, fry in plenty of very hot oil until golden brown.
