Rinse rice well and drain the water,add water let it boil, add rice, and boil on medium heat, once water starts to reduced almost completely, add milk and allow to simmer on low medium heat, but stir the rice often as it tends to burn quite easily, when milk has reduced and the rice is soft and creamy, add cardamom powder mix well.

Add condensed milk and mix well, check and taste for sweet, if it's less, I kindly recommend add sugar and mix well, add skimmed milk powder and saffron strands or yellow food colour mix well, add unsalted butter or ghee and mix well, turn the heat off.

Let it cool slightly, cover or stir that skin should not be formed, remove in serving dish and chilli for 5-6 hrs and serve. Garnish with sliced almonds and fresh rose petals.

Note: if desire you can serve warm.
