Steps

Heat Oil in a pan and add the lamb shanks.

Sear from both sides until lightly brown. Remove.

In same oil fry onions until soft.

Add garlic. Fry for a minute.

Add tomato paste and all the spices and mix. Cook for 1-2 minutes.

Return shanks back to the pot.

Add beef stock and water. Cover and cook on slow heat for 2 hours, until meat is tender.

Remove shanks and strain the stock.

Add water in the pot with salt. Cover and boil the water.

Add rice to boiling water. Cook till 60% done. Strain.

In a pot layer the rice and pour stock over them. Cover and cook on low heat for 20 minutes.

In a frying pan heat ghee and add carrots. Fry until soft.

Add sugar to caramelize carrots.

Add raisins and fry 1 minutes.

Remove in sieve.

Fluff rice and serve topped with lamb shanks and carrots-raisins around the shanks.
