In a separate bowl mix the flour and salt. Add in flour mixture to sugar mixture. The batter will be quite dry.

In a small saucepan, bring the water to a boil. When it's bubbling, add in the baking soda and stir. Pour in batter.

Incorporate the chocolate chips and mix well.

Bake for 11-14 minutes. Let cool for 10 minutes.
