Preheat oven to 180°C. Line a muffin tray with paper cases.

In a large bowl, mix flour, cocoa powder, baking powder, salt, and sugar.

In another bowl, whisk eggs, milk, melted butter, vanilla, orange zest, and orange juice until smooth.

Add wet mixture to dry ingredients. Stir until just combined—do not overmix.

Fold in chocolate chips, saving some for topping.

Fill muffin cups 3/4 full. Sprinkle remaining chocolate chips on top.

Bake for 18 minutes. Cool in tray 5 minutes, then transfer to a wire rack.
Tips
Be careful not to overmix the batter to keep the muffins light and fluffy.
