Heat olive oil in a large saute pan over medium heat. Add zucchini, bell pepper, and shallots. Toss. When nearly caramelized and tender, add garlic. Toss. When garlic is nearly caramelized, add orzo. Toss and heat briefly until orzo is thoroughly heated.
