Heat oven to 400°F.

Brown beef on stove.

Heat broth in a small saucepan.

When broth is steaming, add flour by the 1/8 to 1/4 cup until broth thickens to gravy.

When beef is browned, add onions and celery. Cook together until onions softened.

Add gravy to ground beef.

Add frozen vegetables to ground beef and cook until vegetables are heated through.

Put beef and vegetable mix in 13 by 9 casserole.

Place biscuits on top of beef and vegetable mixture.

Bake casserole per directions on package, make sure biscuits are browned.
