Put the cocoa and the boiling water in a small saucepan.

Stir it and let it leisurely boil.

Put the fire lower, and let it simmer for 10 minutes (or till 3/4 has evaporated). Stir once in a while.

Put the sugar, butter and syrup in and stir. Let it cook on medium fire for 2-3 minutes till the sugar and butter are melted.
