  1. 2 cupnon fat powdered milk
  2. 1 1/2 cupsugar
  3. 2/3 cupwater
  4. 6 tbspbutter

    Mix sugar and dry milk in a bowl

  2. 2

    Boil water, and add it to the mix of sugar and milk slowly

  3. 3

    Add the butter to the mix

  4. 4

    Put into a blender and blend until smooth
