Place turkey or beef, onion, garlic, worchestershire, and pepper in large skillet over med heat. Cook until evenly brown, drain. (I just use dried minced onion and about a teaspoon of minced garlic.)

Add ketchup, sugar, vinegar, and mustard to the meat and mix well.

Reduce heat to simmer and cook, stirring often, for about 30 minutes.
