Add the melted butter and 1 cup (110 grams) powdered sugar to the bowl of a stand mixer. Beat on high speed for 15-20 minutes, until the mixture is smooth and fluffy. Gradually add the flour, baking powder, and citrus zests, lowering the speed as you mix. Finally, add the brandy and pistachios and mix until just combined.

Preheat the oven to 340°F (170°C). Shape the dough into small round cookies and place them on a large baking sheet lined with parchment paper.

Bake for 15-20 minutes, until lightly golden. Remove from the oven and let cool completely. Dust a serving platter with powdered sugar, then layer the cookies on top, sprinkling each layer generously with more powdered sugar.
