First, heat the water until it's just warm. I heated it on the stove for about 5 minutes while I rinsed the rice.

Next, soak the rice with the cinnamon in the warm water for about 30 minutes.

Finally, blend the soaked rice and cinnamon with the same water, then add the evaporated milk and sweetened condensed milk. Blend everything together until smooth. Since it's hot outside, I also added ice to chill it. It turned out delicious!
