In a large bowl, sift in the flour, cocoa powder, sugar, baking powder, baking soda, and salt

In a separate bowl, pour in the milk, water, oil and eggs

Add the wet ingredients into the dry ingredients and mix well

Preheat your oven and pour the batter into cake muffins to fill halfway

Place in the oven and bake at 200° for 10minutes

For the frosting, in a bowl, pour 1cup whipped cream(powdered), 1cup very cold milk and using a hand mixer, beat until it forms stiff peak. Place in a freezer before use
