Add the well-drained chopped onions, chopped green peppers, and seasonings to the ground beef. Grind or mix everything together until very finely combined.

Shape the kofta onto wooden spoons or skewers with your hands, using onion water mixed with strained tomato juice to help form the shape. Repeat until all the mixture is used.

Heat a grill pan over the stove until very hot. Arrange the kofta on the pan and cook, turning occasionally, until fully cooked through.
