Steps

Mix all the ingredients of potato mixture.

Now take a pan add oil, ginger chilli paste then add all the veggies and saute till it became soft. Add grated paneer, salt, garam masala and mix well and let it cool.

Now divide the potato mixture into 4 parts and take a portion of it and pat it with your fingures to form a flat circle.

Now for tempering take a pan put oil, and add half portion of tempering then place one potato flatten mixture then put filling layer then top with potato flatten mixture and seal the corners with the help of ladle and flip the handvo and cook it from both sides until golden brown. repeat for the same process for another one handvo.
