In a pan add powdered jaggery and add water prepare jaggery syrup (have used organic jaggery so the colour came brown rather than white)

In a bowl add batter ingredient mention mix well and prepare a thick batter like dosa

Boil milk, in a bowl take rice flour and mix milk (as we do for custard) and pour it in the milk
- 4
Add cardamom pwder, jaggery syrup and keep mixing continously till mixture gets thick..

In a pan pour batter and spread like a dosa but small in size once cooked add filling mixture and roll it and cook for a minute and serve..
