Chop the ground meat until sticky, place in a bowl, add chopped green onions, minced ginger, pepper salt, and 2 tablespoons of water, and mix well. Add 2 teaspoons of soy sauce, 1/2 teaspoon of sesame oil, and cornstarch, and mix thoroughly. Place the mixture in a plastic bag and cut a small hole in one corner for later use.

Cut off the stems of the green peppers, then scoop out the seeds from the top. Soak in water for 2 minutes (soak longer if you want them less spicy).

Fill the peppers with the meat mixture until full and set aside.

Heat 2 tablespoons of oil in a pan, place the green peppers cut side down to lightly fry (this helps secure the meat filling), then place the whole pepper in the pan.

Cook over low heat until the surface is slightly golden, then add 2 teaspoons of soy sauce, vinegar, sugar, and 1 cup of water, and bring to a boil.

Reduce to low heat and simmer for about 8-10 minutes until the sauce thickens. Add a dash of sesame oil to finish. Pour the sauce over the peppers for a more appealing presentation!
