In a pan add sugar and half cup water and boil it with continuous stirring for 2-3 minutes.

Keep this syrup to cool down completely and then add black pepper powder and fennel seeds.

Add whole wheat flour and mix well. Add some water to make a flowing batter.

Heat oil in a wok or pan and drop a spoonful of batter.

Fry this on medium flame from one side till brown then turn and fry from other side also.

Similarly,fry all the malpue with spoonfuls of batter.

Garnish with chopped pistachios and almonds and serve hot.
