Steps

Take a kadai fry green chillies and peanuts in 1 tsp oil.

Now add coconut pieces, peeled garlic cloves, sugar, salt,tamrind and fried peanuts,chillies in a blender. Blend it by adding required amount of water till it becomes smooth. (it should be some coarse not fine paste)

Tempering : Take a kadhai put 1 tsp oil add cumin, mustard, fenugreek seeds, garlic cloves, urad dal and red chilli in it. When it gets fried add hing and curry leaves. Put this tempering in blended chutney.(don't add chutney to Kadai) Serve it in idlli,dosa,upma etc.
