Soak the bulgur in hot water for 15 minutes, then drain. Start kneading until it holds together, then gradually add the ground meat while kneading. Add the spices and knead until you have a smooth, firm dough.

Prepare the filling by sautéing the onions with the ground meat.

Take a portion of the dough, shape it into a ball, then flatten it. Place some filling inside and seal it closed.

Heat oil well in a pan and fry the kibbeh until golden brown.
