First grind the oats in a mixer jar and keep them on the side.

Now heat oil in a pen and add mustard seeds and cumin seeds.

Now add urad dal and chana dal, mix and fry till it becomes golden brown.

Now add cashews, raisins and coconut pieces and mix and fry for a while.

Now add semolina, mix and fry for 2 minutes.

Now add oats powder and mix and fry it while stirring for 5 minutes. Now let the mixture cool down.

Now add curd salt and pepper powder to it.

Now add carrot and capsicum.

Now mix the peas and green coriander, add water and make a batter and keep it on the side for 10 minutes.

Now to make idli, heat the water in the cooker and grease the idli plate with oil.

Now mix the enofruit salt in the solution and put it on the idli plate and keep the stand covered in the cooker and let it cook for 10-12 minutes and then let it cool down.

Now Instant Oats Vegetable Idli is ready, serve it with sambar and coconut chutney.
