It's a greek dessert and a well-known Egyptian street-dessert as well.
Steps

Mix in a bowl all the batter dry ingredients, then add the water until consistency is not wet nor hard.

Cover the mixture and leave at room temprature for 1 Hour. Uncover then stir it with your oil covered hand and cover it and leave it for another Hour

Start with the Sugar syrup, add all the ingredients by the written order in a pan on medium heat and stir until it thickens and then leave it to cool down.

Prepare a pan full of oil on high heat and a small bowl of oil and a teaspoon.

Take some of the batter into your hand, squeeze until some comes out of the hole between your thumb and index finger, take it with a spoon and place into the hot oil.

Repeat until the pan is full, and don't forget to put your spoon in the oil between each 2 loukemades.

Remove the loukemades when they reach a light golden color. Remove in a wide pan as ro be separated not to stick to each other.

Wait for the loukemades to cool down for 5 minutes then fry them again until they reach a beautiful rich golden color.

Your Loukemades are ready to serve with the sugar syrup as a topping.
