In a large bowl, mix the flour and sugar. Gradually add the eggs, oil, warm milk, and orange blossom water. Add the orange zest using a fine grater. Cover and let the batter rest.

For the Suzette butter: In a bowl, add the softened butter, orange juice, and lemon juice. Mix with a spatula, add the orange zest, mix again, then add powdered sugar and Grand Marnier. Chill in the refrigerator.

Heat a skillet and lightly grease it with a little oil using a paper towel. Pour in the crepe batter and cook until golden on both sides. Add a small amount of Suzette butter and let it melt. Fold the crepe into quarters. Garnish with orange segments and some candied orange zest if desired.
