This was a popular drink at the cafe I used to work at. We used a restaurant-grade steamer, but it's easy to recreate the taste at home using a microwave.
If the tea is weak, it won't have much taste, so the key is to make strong tea.

Put the tea leaves in the fillable tea bag, and put the bag, along with the water, into a microwave-safe teapot. I make it in a transparent pot so I can see the color change, but you can also use a teacup.

Microwave it at 500 W for two minutes. When the colour has deepened, remove the teabag.

Dissolve the condensed milk into the hot tea, and then add the milk.

Microwave again at 500 W for 2 minutes, then pour it into your tea cup to finish. Sprinkle on some cinnamon powder if you'd like.
