Heat oven to 350

Add oil to Dutch oven over medium high heat.

Pat ribs dry, season with salt and pepper. Sear ribs on all sides until brown. Remove ribs.

Add onion, thyme and more oil if necessary. Stir occasionally until onion softens. Sprinkle with flour and cook another minute or so.

Add beef stock, red wine vinegar, bay leaves, carrots and return ribs to pot. Simmer and cover. Place in oven for 2 hours.
