Take all ingredients. In a mixing bowl first add refined flour, salt and baking powder mix.then add ghee and water.Mix and combine everything to form a soft dough. Do not knead. Just mix and bring everything together to a dough. Cover and keep aside for 15 minutes.

Take a wide vessel add sugar and water.bring it to boil.when sugar dissolved in water add cardamom and soaked saffron. Simmer the sugar solution on a low to medium-low flame. Do stir occasionally.continue to cook till the syrup attains one string consistency.

Take the dough.place it on kitchen platform flat with the help of fingers.then cut into two parts.place one part from another.press and flat again with fingers then cut again into two parts and repeat the same process for 4-5 times.

It helps to make the flaky layers.keep it for rest for 5 minutes.then press again with fingers. Divide the dough into three equal parts.

Take a part roll it smoothly and in cylindrical shape. Divide this roll into equal parts.take one part roll it on the palm like a ball.press lightly and make a slight dent of the ball with your thumb.make all balushahi like this.

Heat oil in a kadhai add the balushai and fry them on low to medium flame.when they started floating in oil turn the sides and fry until they turn golden brown.

Place the balushahi directly in warm sugar syrup. With a spoon turn over each balushahi, so that both sides are coated with sugar syrup. Let these balushahi soak in the sugar syrup for about 14 to 15 minutes. Place them in a serving dish garnish with some chopped pistachios and few rose petals.
