Preheat 325° 8 x 8 baking pan. Line plan with Parchment paper with 2" overhang..

Stir sugar, butter and water over medium heat until boiling. Remove from heat, add chocolate chips and stir until smooth. Stir in eggs and vanilla.
Stir together flour, baking soda and salt in a bowl.
Add chocolate mixture to bowl and stir until just combined. Pour and spread into prepared pan. - 3
Bake until top is shiny and set. Toothpick with a few crumbs. 25 to 30 minutes. Cool completely in pan on wire rack about 1 hour.
