Heat the oil in a saute pan and add the onion, cook until softened. Add the beans, garlic, and bell pepper and cook until softened ~ 5 minutes. Stir in the chili powder and cook for 1 minute.

Pulse the bean mixture and rest of the ingredients with 1/4 cup water. Add additional water if needed to smooth out the dip. Season with salt and pepper if needed. Serve warm or at room temperature.
