Sauté the ground meat, onion, carrots, and fennel. Season with salt and pepper, then add the mustard. Pour in a glass of warm water and let it cook.

Prepare the mashed potatoes 🥔: Peel, wash, and cut the potatoes into pieces. Add water and cook for 20 to 30 minutes. Drain and mash finely with a potato masher.

Season with salt, pepper, and nutmeg. Add the milk and mix well. Add the egg and shredded cheese, and mix thoroughly. Fill a piping bag with the mixture.

Place 4 to 5 tablespoons of ground meat in each baking dish, then pipe the mashed potatoes on top.
