Wash the beef thoroughly.
In a large pot, bring 16 cups of water (about 4 liters) to a boil. - 2
Once the water is boiling, add the beef. Wait a few minutes, then skim off any foam to keep the broth clear.

Chop the tomatoes and onion, and peel the garlic cloves.

In another saucepan, heat the two tablespoons of oil. Add the garlic and onion first. After 3 minutes, add the tomatoes and cover. Cook for 5 minutes.

Meanwhile, clean the chiles and set aside. In a small bowl, combine all the spices so they're ready to use. Use 1 teaspoon of each.

After 5 minutes, add the spices and chiles to the saucepan and cook for 1 minute.
Then add 5 cups of water (about 1 liter) and salt to taste. The water helps soften the chiles so they can be blended.
Let it boil for 10 minutes, then turn off the heat. - 7
Once the mixture has cooled, transfer it to a blender and blend until very smooth.

Strain the sauce to get a clear consommé without impurities.
Check the salt and let it cook with the beef for about 3 hours. Be sure to check the meat every hour. - 9

After three hours, you'll have a birria full of color and flavor.
You can chop the meat and serve it with the consommé. - 10
Or you can make quesabirrias: just skim off the fat, crisp up tortillas with cheese and meat, and enjoy. That's it.
