Grind betel leaves, desiccated coconut, condensed milk, and green food color into a smooth paste.

Heat oil in a pan, add the paste, and cook on low heat until it forms a soft dough.

In a bowl, mix gulkand, fennel seeds, cardamom powder, and tutti frutti for the filling.

Let the dough cool slightly, then divide into 6 portions.

Flatten each portion, place some filling in the center, and shape into modak.

Chill or serve as desired.
Tips
Ensure the dough is soft and pliable for easy shaping. You can adjust the sweetness by varying the amount of gulkand.
