Preheat oven to 350°F (175°C).

In a small bowl, whisk together all glaze ingredients and set aside.

In a large bowl, combine ground beef, ketchup, eggs, bread, garlic powder, onion powder, parsley, salt, and pepper. Mix well.

Press mixture into a 9x13 inch baking dish. Poke holes with a fork.

Bake for 30 minutes.

Remove from oven, brush half the glaze on top, and bake 30 more minutes.

Remove from oven, brush with remaining glaze, and serve.
