Grind roasted peanuts and sesame seeds to a coarse, sandy texture.

Heat butter and condensed milk in a heavy pan over medium heat, stirring.

Add ground peanut-sesame mixture and milk powder. Mix well.

Stir until the mixture thickens and leaves the sides of the pan.

Transfer to a lined tin. Press bubble wrap on top to level and create texture.

Sprinkle charoli, pistachios, and saffron on top.

Let cool, then cut into pieces.
