In a large stockpot, bring plenty of water to a boil. Add the beef and all the other ingredients EXCEPT the peas. Simmer for at least 2 hours.

Near the end of cooking, add the peas and cook for another 10 minutes.

Let cool.

Serve cold with tartar sauce or aioli and some pickles, if desired.
