Soak the bulgur in water for 30 minutes.

Grind the soaked bulgur with the onion, 1/4 pound ground lamb, salt, and red pepper flakes using a meat grinder.

Sauté 2 1/4 pounds ground lamb with an onion, then add a little salt, red pepper flakes, and spices to taste.

Spread a layer of the bulgur mixture (the dough) in a baking dish about 1/8 inch thick.

Add a layer of the cooked meat over the bulgur, then cover with another layer of the bulgur mixture.

Cut the kibbeh into squares as shown in the picture above, and place a spoonful of ghee on each square.

Bake in the oven for about 75 minutes. Before removing from the oven, sprinkle 1/4 cup water over the top, bake for 2 more minutes, then it's ready to serve.
