Sauté the meat in the pressure cooker and then add the onion to sauté as well.

Add the carrot, the celery, the parsley and water, a little more than what is needed to cover the meat, then the stock cube and the tomato sauce. Close the lid and cook over moderate heat for 30 minutes from the moment the valve whistles.

Then open it and add the rest of the ingredients plus 2 cups of water and boil for an additional 25 minutes with the lid off or 10-15 minutes with the lid on.
