In a large sieve, sift together the flour, cocoa powder, baking soda, baking powder, salt, sugar, and vanilla powder if using dry vanilla. If using liquid vanilla, add it later. Mix well to combine all the ingredients.

Make a well in the center and pour in the oil, water, vinegar, and liquid vanilla if using. If using dry vanilla, it should have been sifted with the dry ingredients in the previous step.

Mix well with a hand whisk until the batter is smooth.

Pour the batter into a greased and floured baking pan. Tap the pan on the counter three times to remove air bubbles. Bake immediately in a preheated oven at 350°F (175°C) for 25 minutes. This is the final result.

I decorated the top with chocolate, but you can decorate as you like or leave it plain.
