  4. 2teas pepper and salt
  5. 2 tbspvinegar
  6. 6 tbspchili powder
  7. 1 1/2 cupsugar
  8. 4bay leaves
  9. 3 largeonions chopped fine
  10. 2 cupwater
  11. 4 lbground chuck or meat balls
