Heat the 2 cups hot water, sugar, and powdered milk together.

Add the melted butter and salt and 1 cup cold water, in order to cool down the mixture.

Beat in the eggs, 2 cups flour, and yeast.

Slowly add 5-6 cups more flour, the dough should be a little sticky.

Knead 8 minutes then let it rise until doubled, punch down and let rise again. Form the buns and let them rise then bake for 20 minutes at 350.
